010. DEFINITIONS.
04. Deleterious Exotic Animal. Any live animal, or hybrid thereof, that is not native to the state of Idaho and is determined by the Administrator to be dangerous to the environment, livestock, agriculture, or wildlife of the state.
100. POSSESSION AND PROPAGATION OF DELETERIOUS EXOTIC ANIMALS.
01. Possession. No person may possess a deleterious exotic animal in the state, unless such person obtains a possession permit issued by the Administrator.
400. LIST OF DELETERIOUS EXOTIC ANIMALS.
402. DELETERIOUS EXOTIC ANIMALS — MAMMALS — CANIDAE.
All non-native canidae species.
404. DELETERIOUS EXOTIC ANIMALS — MAMMALS — FELIDAE.
All large felidae may only be possessed on AZA accredited facility.

As of July 1, 2021, the IDAPA 02.04.27, governing Exotic Deleterious Animals has changed. Specifically, the following species are now EXEMPT from the rule:
Capuchin Monkeys
Marmosets
Spider Monkeys
Squirrel Monkeys
Savannah Cats

5-9-9:KEEPING OF FERAL ANIMALS:
(A) DEFINITIONS:
(1)”Wild Animal” means the following animals, irrespective of their actual or asserted temperament or domestication:
(c) Cheetahs, cougars, leopards, lions, lynx, panthers, mountain lions, tigers, wildcats, bobcats and pumas.
Wolves, foxes, and coyotes.
Any other animal of a species that is considered wild in its native habitat and which is venomous, fetid or which in its native habitat presents a significant risk of bodily harm or death to humans.
(2)”Wild animal hybrid” or “hybrid” means an animal which is a first generation product of the breeding of :
A wild animal with an animal that is not wild, including but not limited to wolf/dog hybrids.
A wild animal with an animal of a different species, variety or breed.
(B)Except as otherwise expressly allowed under subsection (C) hereof, it shall be unlawful for any person to sell, offer for sale, purchase, barter, keep, own, harbor, or transport any wild animal or hybrid as defined in Section 5-9-9 (A) above.

That being said, IDAHO ADMINISTRATIVE CODE §02.04.27 still stands and any Deleterious Exotic Animal. Any live animal, or hybrid thereof, that is not native to the state of Idaho and is determined by the Administrator to be dangerous to the environment, livestock, agriculture, or wildlife of the state cannot be possessed without a permit.
